State Programs That Offer Help With Winter Heating Bills Connecticut Energy Assistance Program (CEAP) CEAP is where most Connecticut households should start. The Department of Social Services runs it through local Community Action Agencies. The short version for this season: Benefits range from $355 to $705, based on household size, income, and heat source. Households at or below 60% of state median income may qualify. Oil, propane, and kerosene users may get extra crisis deliveries. Applications are open now, and the deadline is May 31, 2027. You can apply online through the Connecticut heating help portal. It's the easiest first step toward heating help this winter. Generation Power CT (Formerly Operation Fuel) This nonprofit serves many households that earn too much for CEAP. It offers grants of up to $500 toward past-due gas or electric bills. Households can receive one energy grant per 12-month period, for either fuel or utilities. The next application window runs December 1 to 15, 2026. Income limits reach 75% of state median income. Utility Protections for Struggling Households Connecticut also protects households that fall behind in winter. Qualifying hardship customers can't lose heat from November 1 to May 1. For steady help with winter heating, look into a Matching Payment Plan. It's open to energy assistance recipients with past-due balances. The utility matches your payments toward that balance. Your gas or electric company can sign you up. Steps to Prepare Your Heating System for Winter Grants cover part of the bill. A well-running system saves money every month. Small fixes and routine care add up over a Connecticut winter. Plenty of homeowners start fall with one question: help me prepare my heating system for winter. Here's where to begin: Swap or clean the furnace filter before heavy use. Book a pro tune-up before the first cold snap. Check the water heater for leaks, rumbling, or lukewarm showers. Add humidity with indoor air quality upgrades. Moist air feels warmer. Some older equipment costs more to run than it should. A new heating installation or an oil-to-gas conversion may trim long-term fuel costs. For rooms that never stay warm, ductless HVAC is worth a look.
